Jordan publishes Third National Energy Efficiency Action Plan (NEEAP)

Jordan's Third National Energy Efficiency Action Plan (2024–2026) — A key milestone advancing national energy transition and climate goals

10 July, 2025

The Ministry of Energy and Mineral Resources published the 3rd National Energy Efficiency Action Plan (NEEAP)

The 3rd National Energy Efficiency Action Plan (NEEAP 2024-2026) of Jordan represents a significant stride towards achieving energy sustainability and reducing energy consumption in the country. This plan outlines a series of measures and policies designed to enhance energy efficiency across various sectors, including residential, industrial, commercial, transportation, and cross-sectoral.
A key feature of the 3rd NEEAP is its emphasis on the adoption of advanced technologies and innovative practices to optimize energy usage. The plan also stresses the importance of public awareness and education in promoting energy conservation behaviors among the population. Through the implementation of the 3rd NEEAP, Jordan aims to not only meet its national energy efficiency targets but also contribute to global efforts in mitigating climate change.

The Royal Scientific Society and Cool Up Programme contributed with measures to promote awareness of sustainable cooling and the use of natural refrigerants, facilitate access to financing for cooling technologies in a growing market, and establish minimum energy performance standards (MEPS) and labels for commercial cooling appliances.

The five measures include:

  1. Certification scheme for RAC technicians
  2. Capacity building and awareness activities
  3. MEPS and energy labelling for commercial refrigeration and air conditioning
  4. MEPS and energy labelling for air conditioning
  5. Development of financial incentives for climate-friendly appliances

These measures are designed to enhance market readiness, build technical capacity, and accelerate the adoption of sustainable cooling solutions using natural refrigerants — in line with the Kigali Amendment and Jordan’s broader energy efficiency targets.
