NCAP Measures Finalization Meeting

Under the supervision of the Jordanian Ministry of Environment and in collaboration with Cool Up team, the Royal Scientific Society worked on the development of the National Cooling Action Plan in Jordan, and is in the final steps of reviewing and incorporating final comments into the NCAP document.
Over the past two years, significant efforts have been dedicated to designing a comprehensive and guiding approach to achieving sustainable cooling in Jordan. This initiative has been led by the Royal Scientific Society in collaboration with the Cool Up team and under the supervision of the Ministry of Environment.
A technical committee for the NCAP was formed beginning of 2024 comprising all stakeholders; from the governmental institutions, industrial sector and the financial institutions. The technical committee has met four times and continued on working and providing feedback during this period.
During this meeting, the measure cards were reviewed with the participants from the responsible entities, providing an opportunity for sharing final thoughts and insights. The feedback gathered will be carefully incorporated and reflected in the final version of the NCAP document.
The measures cover regulatory, financial, awareness, and training-related interventions, tailored to address the country’s specific needs in the Refrigeration and Air Conditioning (RAC) sector.
These measures address critical intervention areas, including:
- Building Performance Standards
- Energy Efficiency and Labelling
- Refrigerant Standards and Regulation
- Cold Chain Development
- Gender Equality and Awareness
- Capacity Building
- Eco-Design and End-of-Life Treatment
- Financing and Incentives
Participants came from the following organizations: Jordan Chamber of Industry, Careers of Gold (NGO), Ministry of Trade and Industry, Civil Defense Directorate, UNDP Jordan, Arab Technical Group, Ministry of Environment, Ministry of Energy and Mineral Resources, Jordan Renewable Energy and Energy Efficiency Fund (JREEEF), Ministry of Transport, Ministry of Digital Economy and Entrepreneurship, Petra Engineering Company, Jordan National Building Council, Association od Banks in Jordan, Central Bank of Jordan, Vocational Training Corporation, Department of Statistics, Elia Saba Trading Est., National Agriculture Research Centre, Al-Hussein Technical University, Oko-Recherche, National Building Centre / Royal Scientific Society, Water, Environment & Climate Change Centre / Royal Scientific Society, National Energy Research Centre/Royal Scientific Society.
During four interactive working sessions, our stakeholders contributed and provided valuable inputs to develop this comprehensive document. We are hopeful that the outlined actions will be implemented effectively and closely monitored to ensure their success.
Becoming one of the first countries to draft a National Cooling Action Plan, Jordan has emerged as a leader in the MENA region in the transition towards sustainable cooling.
