Eng. Eman Al Shbail
Senior Energy Specialist
Eng. Eman Al Shbail is a Senior Energy Specialist at the Royal Scientific Society / National Energy Research Center. She holds a bachelor’s degree in Electrical Engineering from Yarmouk University’s Hijjawi Faculty.
She has more than 18 years of experience in renewable energy and energy efficiency. Her work focuses on energy management, sustainable power solutions, and supporting the transition to clean energy systems.
She has led and delivered numerous national and EU-funded projects, guiding them from planning to execution. One of her key achievements is her role in the EU-funded Capacity Building in Wind Energy and Concentrating Solar Power (WECSP) project. She prepared tender documents, designed the wind station, assessed site wind potential, and oversaw the installation, commissioning, and operation of a 1.65 MW wind turbine owned by RSS.
As administrator of the NERC Wind Database, established in 2000, she analyzed and evaluated wind measurement data from 44 systems across Jordan’s most promising sites. Her work supported research and project development that helped shape the country’s wind energy sector.
She served as project manager for the EU-ENI CBC MED BEEP project (BIM for Energy Efficiency in the Public Sector) in Jordan. The project ran from 2019 to 2023 and brought together Nine partners from Europe and the MENA region.
She has also designed virtual wind farms using global modeling software, many of which later advanced into large operational projects. Beyond project development, she conducts Environmental Impact Assessments (EIA) for wind projects and leads specialized renewable energy training programs.
She manages quality systems aligned with ISO 9001 and ISO/IEC 17025 standards.
Her certifications include Strategic Planning, Project Management Professional (PMP), Risk Management, Geographic Information Systems (GIS), ISO 9001, ISO/IEC 17025, RETScreen, Certified Associate Value Specialist (SAVE International), Fundamentals of Management, among others.
